Guyana Launches Tender for Utility-Scale Solar PV Plants with Battery Storage

The Government of Guyana, in collaboration with the Inter-American Development Bank (IDB), has initiated a competitive bidding process for the Engineering, Procurement, and Construction (EPC) of three utility-scale ground-mounted solar photovoltaic (PV) plants equipped with battery energy storage systems.

This project is a key component of the Guyana Utility-Scale Solar Photovoltaic Program (GUYSOL), funded through the Guyana-Norway Partnership.

Under the GUYSOL program, Lot 2 specifically targets the installation of a total of 15 MWp of solar PV capacity and 22 MWh of battery storage in Linden, Guyana.

The official tender, titled “Engineering, Procurement, and Construction of Three Utility-Scale Ground-Mounted Solar PV Plants with Battery Energy Storage Systems – Lot 2,” invites bids from qualified international contractors.

Interested bidders must adhere to International Competitive Bidding (ICB) procedures and fulfill the qualification criteria outlined in the bidding documents. These criteria encompass business registration, compliance certificates from relevant authorities, VAT registration (for local bidders), and demonstrations of technical and financial capabilities.

A pre-bid meeting and site visit have been scheduled for August 5-6, 2024, providing potential bidders with the opportunity to assess the project site firsthand and seek clarification on any queries related to the bidding process.

Bidding documents are available upon payment of a non-refundable fee of GYD 20,000.00 or equivalent in a freely convertible currency. Bids must be accompanied by a bid security of USD 250,000.00. The submission deadline is 09:00 hours on Thursday, September 26, 2024, with an online bid opening session on the same day.

For comprehensive information and access to bidding documents, interested parties are encouraged to contact the Program Coordinator at Guyana Power and Light Incorporated or visit the Ministry of Finance’s National Procurement and Tender Administration website.

This initiative reflects Guyana’s strong commitment to expanding renewable energy infrastructure and achieving its sustainable development goals. By forging strategic partnerships and investing in clean energy technologies, Guyana is actively working towards a greener and more sustainable energy future.
