Hydro-Québec Unveils Wind Power Development Strategy for Quebec’s Energy Transition

With the addition of 10,000 MW of new wind power generation by 2035, this energy source will become central to a successful energy transition in Quebec.

To meet this collective challenge, Hydro-Québec is presenting its wind power development strategy. As a public institution, Hydro-Québec will lead large-scale wind power projects, potentially exceeding 1,000 MW, in partnership with First Nations and municipalities.

Following extensive consultations on its Action Plan 2035, Hydro-Québec recognizes that First Nations and municipalities desire direct participation in wind power projects with improved planning and coordination.

The development strategy encompasses the following key elements:

  • Large-Scale Projects: Hydro-Québec will implement these projects to rapidly deploy 10,000 MW of new capacity and reduce costs through economies of scale.
  • Active Participation of Municipalities and First Nations: Hydro-Québec will involve these partners from the outset. As shareholders, the partners will receive recurring, independent income to invest in their priorities.
  • Orderly Planning: This includes the entire energy system, with a focus on developing the transmission system.
  • Hydro-Québec’s Leadership Role: Hydro-Québec will act as shareholder and project manager for overall planning and development, potentially utilizing a competitive process to leverage the expertise of wind energy players.

“We have listened, and we believe that by leveraging our role as a public institution, our strategy will help us, with our partners, reach the ambitious target of 10,000 MW,” said Michael Sabia, President and CEO of Hydro-Québec. “The fundamental goal of our approach is to ensure that public, private, union, and community efforts are well coordinated, for the benefit of all Quebecers. We believe that this strategy is the best way to develop wind power in a socially acceptable way, and at the lowest possible cost.”

Calls for Tender for Smaller-Scale Projects

Calls for tender will remain the preferred approach for smaller-scale projects, comparable in size to those carried out over the past 20 years, with up to 300-350 MW of installed capacity. Hydro-Québec will ensure that target communities are open to hosting these projects.
